rbaron	f7373cc6da	Custom Soil Moisture cluster works! :) ... This commits adds a Soil Moisture cluster according to the one that exists in https://github.com/Koenkk/zigbee-herdsman/blob/master/src/zcl/definition/cluster.ts#L2570.
